Grant Management Analyst
The Community Loan Fund has launched a Federal Programs area to house and administer national grant programs for infrastructure improvements, clean energy development, and energy efficiency investments targeted to low-to-moderate income communities. The Grants Management Analyst will manage federal grant awards under the Greenhouse Gas Reduction Fund (GGRF), which was established by the Environmental Protection Agency (EPA) to mobilize grants and low-interest financing for climate and clean energy projects.
The Grants Management Analyst will collaborate with staff across Business and Commercial Lending, the Resident Owned Communities (ROC-NH) program, Welcome Home Loans, and the Northern Community Investment Capital (NCIC) to fund projects that will enhance local resilience, stimulate the clean technology sector, and mobilize private capital.
The Grants Management Analyst will manage grant administration with oversight and support from the Director of the Federal Programs. The ideal candidate will be experienced in implementing federal awards and ensuring program compliance. Familiarity with infrastructure, construction, and clean energy project management is desired. The person in this position oversees government grant compliance and interpretation of relevant CFRs (e.g., 2 CFR 200) as well as other related federal and state regulations and legislation.

Major Responsibilities/Accountabilities
- Administrative Review: Review funding applications and assess a project’s suitability for federal funding.
- Sub-Awardee Training and Coordination: Lead in the onboarding and ongoing coordination of and communication with successful program sub-awardees as it relates to reporting, financial management, performance monitoring, and conformance.
- Assure the contractual integrity of all federal awards.
- Work with finance and program staff to ensure an accurate, timely, efficient, and transparent process for the entire grant life cycle from proposal to close, including pre-award management, tracking payments, reviewing, and producing relevant reports, monitoring grant activity, post-award management, and records retention.
- Post Award Administration: Oversee sub-awardee reporting and performance, including the coordination of any required site visits.
- Federal Programs Development: Contribute to the Community Loan Fund’s long-term development of federal grants program through active participation in organizational activities and long-term strategic planning.
- Help prepare accurate compliance reports and surveys required by regulatory agencies.
- Provide technical assistance to staff in implementing and complying with administrative procedures to ensure compliance with regulations.
- Research and monitor developments and changes in rules and regulations that may impact grant compliance.
- Review internal policies and recommend changes as needed to maintain compliance with granting agencies’ requirements.
- The position may provide flexible, collaborative support across the organization’s other federal grants, contracts, and reporting, as needed.

Education and Experience
- Record of 5+ years managing or administering federal grants, preferably construction awards, including financial management or oversight.
- Experience with statutory and regulatory analysis and interpretation.
- Knowledge of federal government regulations and reporting requirements.
- Familiarity with climate and energy solutions work and commercial construction practices and management desired.

Qualifications and Characteristics
- Knowledge of federal grant processes and related requirements, cost principles, and procurement procedures. This includes procurement and administration requirements for Disadvantaged Business Enterprise (DBE), Build America Buy America (BABA), National Environmental Policy Act (NEPA), and Davis-Bacon.
- Knowledge of energy solutions funding is a plus.
- Ability to interpret granting agency regulations and policies, monitor funded projects to prevent over-expenditure of funds and ineligible expenditures, and ensure awards are fully expended.
- Well-organized, systematic, and attentive to processes for data management, recordkeeping, and reporting.
- Ability to handle multiple projects and complete high-quality detailed work with minimal supervision
- Ability to work collaboratively with diverse groups and across all departments.

Employment Details
- Location: Concord, NH and hybrid (in office Tuesday and Wednesday)
- Salary: starts at $80,000
